In collaboration with the U.S. Department of Veteran Affairs, Shangri-La, FFAH, and Step Up developed Building 208 to serve military Veterans and their families through the provision of safe, quality housing to accommodate a program that includes transitional housing for homeless Veterans. The team mission is to be at the forefront of change to deliver safe housing solutions coupled with compassionate support to the most at-risk to help them recover, stabilize, and integrate into their communities.

  • No. Non-Veterans cannot move in and will never have the ability to per the original intent of the 1887 land grant to the VA, which stipulates that the campus will only be utilized for the care and housing of Veterans. The only exception is family members or caregivers of Veterans on the lease.

  • Primary tenants must be 18 years or older.

  • Yes. Veterans and their family members, including children can live in Building 208.

  • Yes. Live-in aides will be accommodated. The aide will not be considered a household member, so their income will not be counted towards household income for the rent calculation. However, a live-in aide will be counted towards occupancy standards and could qualify a Veteran household for a larger unit.

  • Yes. A deposit of $200 and current vaccination documentation will be required for all households that wish to have a pet. Assistance animals are not considered pets. Please notify management if you have a pet or assistance animal.

  • Building 208 will have 54 total units: fifty-three (53) fully furnished units for unhoused Veterans and one (1) manager’s unit. The building is intended for Veterans 18 years and older, family members, and certified caretakers.

  • Residents can access Building 300, Building 13, the North Campus Town Hall, the Town Green, and the Town Square. These spaces include a wide variety of services and amenities, including meeting and socializing areas, green space, neighborhood-serving uses, case managers, clinical services, VA professional staff, women Veterans services, non-clinical human services classes and groups, a Career Initiative center, transportation coordination, resources, a food bank, legal clinic, peer navigators from the County of Los Angeles, activities and events coordination, telehealth spaces, a canteen/grocery store facility, a fitness center, bike repair shop, reading area, catering kitchen, and the Grand Hall – a shared event space that will hold Resident Council meetings, campus assemblies, social opportunities, classes and presentations, holiday gatherings, celebrations, and entertainment – and more.

  • Unhoused Veterans of all backgrounds and service eras meeting income restrictions will be housed, including subpopulations such as Senior Veterans, women Veterans, LGBTQ Veterans, Veteran families, single-parent Veteran families, Iraq/Afghanistan era Veterans, chronically unhoused Veterans, disabled Veterans, and Veterans who experienced Military Sexual Trauma and other injuries.

  • One full-time property manager live on-site, and supportive services staff members are on-site from 8 AM to 5 PM Monday-Friday.

  • Permanent supportive housing residents sign typical leases to market-rate leases, meaning they have leases in their names and control over their living spaces. Building rules and restrictions are similar to those found in typical apartment buildings. Residents can stay in their homes if they meet basic tenancy requirements, such as paying rent and abiding by their lease terms. Property Managers and Supportive Services staff make every effort to ensure the stability of the residents so that they do not return to homelessness.

  • Community and tenant safety are paramount. Building 208 safety will be a partnered effort between individual Step Up property management, private security, VA Police Department, the Los Angeles County Sheriff’s Department, and the Los Angeles County Fire Department. A Tenant Advisory Council will hold regular community Town Hall meetings to assist residents and to gather feedback on campus safety. The development includes state-of-the-art security cameras, electronic access control systems, and unit smart locks. Building fire/life/safety systems include fire sprinklers. Security guards are present for the first year of operations.

  • The land will always belong to VA as the agency entrusted with the original land grant of 1887 for the care and housing of Veterans. The VA is entering into enhanced-use leases for the land with the development team, which will own the building during the ground lease term.

  • Not only will the housing help address the critical problem of the nearly 4,000 unhoused Veterans on the streets of LA on any given night, but it will also provide a range of services and amenities in addition to a vibrant, cohesive community that supports Veterans, and their families (both within the housing and in the region).

  • Permanent supportive housing (PSH), or supportive housing, is an evidence-informed housing solution that combines flexible, voluntary supportive services such as health and mental health care and life skills with ongoing rental assistance for chronically unhoused households. PSH is not a homeless shelter or public housing—it comes with no time limits, which is critical for helping people permanently avoid homelessness.

  • Supportive services are provided by Step Up to help residents enhance their way of living and achieve self-sufficiency. Supportive services are delivered through on- and off-site service delivery mechanisms. These services include social, health, educational, income support and employment services and benefits, coordination of community building and educational activities, individualized needs assessment, and individualized assistance with obtaining services and benefits—among others. Step Up administers supportive services through the Housing First Model.

  • Housing First is a homeless assistance approach that prioritizes providing permanent housing to people experiencing homelessness, thus ending their homelessness, and serving as a platform from which they can pursue personal goals and improve their quality of life. This approach is guided by the belief that people need basic necessities like food and a place to live before attending to anything less critical, such as getting a job, budgeting properly, or attending to substance use issues. Additionally, Housing First is based on the understanding that client choice is valuable in housing selection and supportive service participation, and that exercising that choice is likely to make a client more successful in remaining housed and improving their life.
